The only JOC implementation of its kind, Gordian’s solution with USPS is nothing short of a resounding success. A national program with regional integrity in terms of pricing, management, and delivery, the USPS program is the largest JOC program in existence.
USPS came to Gordian with a problem: their self-developed Job Order Contracting program continually had problems with their unit price book and degradation in the performance of their contractors. USPS needed more centralized control while at the same time maintaining regional pricing integrity. To help optimize their operation, Gordian developed and implemented our customized JOC Complete Solution.
USPS benefits greatly from our Internet-based JOC management software, PROGEN, which allows them to maintain all project data in a single database and allows headquarters to oversee all of the work from one location. From there, each of the USPS regional Facility Service Offices (FSOs) can manage their own “sub-program,” from customized, location-specific Construction Task Catalogs and Technical Specifications all the way to marketing support and procurement assistance,
We believed that we could dramatically improve the responsiveness, savings and quality of work being provided in the existing USPS JOC program, and the proof is in the results: started as a pilot in one regional office in 2002, the USPS program has grown to include all 50 U.S. states as well as all U.S. territories worldwide. By summer of 2009, this program will have passed the $1 billion mark in construction completed.
