The New York State Department of Transportation (NYSDOT)
NYSDOT came to Gordian with very specific needs in terms of being able to cover different regions around the state as well as being able to deliver specialized contracts and contractors to perform road and bridgeway work around the state. That was in 2002, and NYSDOT’s program is still growing and going strong.
A testament to the level of customization that can be attained with Gordian JOC solutions, the NYSDOT implementation presented us with a unique set of needs. The program needed to cover an entire state with localized price books and contractors for each of their 11 regions. In addition to that, NYSDOT had a high volume of specialty projects that required equally specialized contracts and price books.
No small order, so we worked with NYSDOT staff to develop a pilot Job Order Contracting program, which was implemented in the New York City area (Region 11) and Syracuse area (Region 3). Within several months, Region 3 had issued its anticipated annual volume of Job Orders and completed several high-priority, time sensitive projects quickly and at competitive prices. Based on those results, NYSDOT decided to expand the program to all regions.
The current NYSDOT program supports all 11 Regions and includes specialized JOCs for roadway work and bridge maintenance/repair. Projects have varied in size from less than $5,000 to over $925,000. Additionally, NYSDOT completes a significant amount of their work through Federal funding, which gives them an added degree of flexibility and efficiency. NYSDOT has paved the way for other state and regional DOTs to use federal sources, such as the current economic stimulus package.
