Harry H. Mellon, Chairman Chairman and Founder of The Gordian Group, Mr. Mellon is responsible for providing programmatic and technical expertise for developing and implementing JOC programs. Mr. Mellon invented the family of contracting systems known as JOC in 1981 while serving as Chief Engineer, Army Corps of Engineers for NATO operations in Europe. After retiring from the Army Corps of Engineers, Mr. Mellon realized that any organization would benefit greatly from the advantages of JOC. In 1990, he started The Gordian Group for the sole purpose of providing the consulting services, software and documents necessary to develop, implement, and support JOC programs. Prior to starting The Gordian Group, Mr. Mellon served as a Senior Vice President and General Manager for the Federal Services Division at CRSS, Inc. At CRSS he was responsible for a full service architectural/engineering design division consisting of two regional offices. Mr. Mellon served as the Principal-in-Charge and Project Manager for numerous Federal, State and City projects ranging in value from $55 million to $130 million. |

Robert D. Coffey, President and CEO President and CEO of The Gordian Group, Mr. Coffey co-founded The Gordian Group with Mr. Mellon in 1990 to develop and implement JOC programs for public owners throughout the United States. Mr. Coffey is responsible for day to day operations and performance of the company. Mr. Coffey is also responsible for The Gordian Group’s information technology, which includes research, development, design and maintenance of all networks, software, and web sites. He has consulted on all projects completed by The Gordian Group to coordinate IT issues. Mr. Coffey designed and developed Gordian's JOC information management system, PROGEN, which includes all of the project management functions and capabilities to fully support the JOC process. Prior to helping Mr. Mellon form The Gordian Group, Mr. Coffey designed projects for both private and government clients for CRSS, Inc. In this role, he managed design, conducted client meetings, managed project budgets, negotiated changes of scope, prepared project schedules and prepared financial status reports. |
| Jeffery O. James, Director of Information Technology Mr. James joined Gordian in 2001, and he oversees all Gordian IT staff and infrastructure. The IT staff includes technical support, software development, networking, and database management. While he performs in a technical capacity, Mr. James has a thorough understanding of the Job Order Contracting process. This understanding is reflected in his solutions for the technical needs of all clients and contractors. Mr. James assisted with design and was the primary developer of our Internet based version of PROGEN, The Gordian Group's JOC workflow management software. Additionally, he developed eGordian, an informational Internet site that keeps M/WBE contractors informed of upcoming JOC projects and increases their contracting opportunities. Mr. James also developed DMAP, our proprietary database management and publishing software that we use to customize and localize Construction Task Catalogs. |

| J. Michael West, Director of Construction Information & Cost Data Mr. West joined Gordian in 2003 and is a certified cost engineer with over 22 years of experience developing construction cost databases. Mr. West manages the team responsible for the preparation of customized Construction Task Catalogs and Technical Specifications for all our clients. Prior to joining The Gordian Group, Mr. West was employed by Project Time & Cost in Atlanta where he was responsible for preparing cost estimates and management of the cost estimating group for PT&C’s DOD Job Order Contracts worldwide. Mr. West has extensive cost estimating experience utilizing CACES, MCACES, M-CACES, Composer Gold, MC2 Navy’s CES, CEG, Success and Timberline. |

Paul R. Schreyer, Northeast Regional Manager and General Counsel Mr. Schreyer joined Gordian in 1996 and serves as both Northeast Regional Manager and General Counsel. As Regional Manager, Mr. Schreyer is responsible for all clients and staff in our Northeast region. Tasked with the day-to-day administration of all current client performance, Mr. Schreyer coordinates Gordian staff across the region to maximize efficiency and client satisfaction. Additionally, Mr. Schreyer carries out all business development and onboarding of new clients in the Northeast. As General Counsel, Mr. Schreyer serves in a national capacity in the administration and customization of all client contract documents to ensure the tightest documents possible. Prior to joining The Gordian Group, Mr. Schreyer worked as an attorney in New York City with Postner & Rubin representing surety companies, owners, architects, engineers, contractors, and subcontractors. Mr. Schreyer also worked in the construction industry as a construction manager, an assistant site engineer, and a residential carpenter. He is a licensed attorney in New York, New Jersey, and Connecticut. |

Daniel O. Cook, Mid-Atlantic Regional Manager Mr. Cook joined Gordian in 1998 and is responsible for all client and staff performance in the Mid-Atlantic. He serves in an administrative capacity to develop and implement programs, training client and contractor staff, and managing the day-to-day activities of the Gordian team. Additionally, he carries out all business development and recruitment of new clients in the Mid-Atlantic. Previously with Gordian, Mr. Cook served as a lead project manager for the New York City Department of Design & Construction, the Department of Environmental Protection, and the Department of Education. Prior to joining The Gordian Group, Mr. Cook was a Project Engineer for Construction Systems Group of McLean, Virginia where he performed on-site inspections, generated reports for property owners, created project manuals including specifications, drawings and bid forms, conducted pre-bid meetings, evaluated bids, and made bid recommendations. Mr. Cook was responsible for the construction inspection and management of restoration projects. |
| Edward A. Snow, Southeast Regional Manager Mr. Snow joined Gordian in 1994 and is responsible for all client and staff performance in the Southeast. He serves in an administrative capacity to develop and implement programs, training client and contractor staff, and managing the day-to-day activities of the Gordian team. Additionally, he carries out all business development and onboarding of new clients in the Southeast. Mr. Snow oversees our current programs at Emory University, Metropolitan Atlanta Rapid Transit Authority (MARTA), Miami-Dade County Public Schools and the City of Tampa. He also helped to develop and implement JOC programs for the Washington Metropolitan Area Transit Authority (WMATA), New York State Office of General Services and New York State Department of Environmental Conservation. Prior to joining The Gordian Group, Mr. Snow was a Project Manager for CRSS, Inc. managing major development contracts for public and private owners. Mr. Snow brings extensive experience and insight to the team by virtue of his many years as a JOC consultant, developer and construction manager. |

David A. Velarde, Southwest Regional Manager Mr. Velarde joined Gordian in 2001 and is responsible for all client and staff performance in the Southwest, including the states of Texas, Colorado, New Mexico and Louisiana. He serves in an administrative capacity to develop and implement programs, training client and contractor staff, and managing the day-to-day activities of the Gordian team. Additionally, he carries out all business development and recruitment of new clients in the Southwest. Mr. Velarde administers and oversees our contracts to provide our JOC Complete Solution to the United States Postal Service, New Mexico State University, New Mexico Cooperative Educational System, Los Alamos Public Schools and University of Colorado. He also assisted in the development and implementation of the JOC programs for the Los Angeles County Internal Services Department, the City of Long Beach, and the California State University campuses at Long Beach, San Bernardino and Pomona. Prior to joining The Gordian Group, Mr. Velarde served as a JOC Project Manager for JOC programs at Davis Monthan Air Force Base, AZ and White Sands Missile Range, NM where he was responsible for the on-site performance of the JOC program with full authority to commit resources to ensure successful project completion. |
| Jonathan R. Van Daveer, Great Lakes Regional Manager Mr. Van Daveer joined Gordian in 1993 and is responsible for all client and staff performance in the Great Lakes region. He serves in an administrative capacity to develop and implement programs, training client and contractor staff, and managing the day-to-day activities of the Gordian team. Additionally, he carries out all business development and onboarding of new clients in the Great Lakes. Mr. Van Daveer oversees our contracts to provide our JOC Complete Solution to the City of Chicago (9 different departments), Chicago Park District, Chicago Transit Authority, University of Illinois at Chicago, and University of Illinois at Urbana. Prior to joining The Gordian Group, Mr. Van Daveer worked as a Project Manager for Roy Jorgensen Associates, as a Limited Project Manager at De Leuw Cather International, and as a Project Manager for the Federal Highway Administration. Mr. Van Daveer brings extensive JOC and construction experience to our implementation team. |

| Joseph D. Hollett, Pacific South Regional Manager Mr. Hollett joined Gordian in 1995 and is responsible for all client and staff performance in the Pacific South region. He serves in an administrative capacity to develop and implement programs, training client and contractor staff, and managing the day-to-day activities of the Gordian team. Additionally, he carries out all business development and onboarding of new clients in the Pacific South. Mr. Hollett oversees our contracts to provide our JOC Complete Solution to the California State University System (southern region), County of Los Angeles, City of San Diego, San Diego County, San Luis Obispo County, Kern County, Fresno County, Ventura County, and the Los Angeles Unified School District. Prior to joining The Gordian Group, Mr. Hollett was Superintendent of Engineering, Construction & Landscape for the Chicago Park District where he was responsible for all park related planning, permitting, construction, maintenance, and landscaping. He instituted private industry techniques and systems for all phases of the department and recruited and trained project managers to handle the $40 million annual capital construction program. Mr. Hollett was responsible for the maintenance of 550 buildings and over 500 parks. |

Alexandra McManus, Pacific North Regional Manager Ms. McManus joined Gordian in 1997 and is responsible for all client and staff performance in the Pacific North region. She serves in an administrative capacity to develop and implement programs, training client and contractor staff, and managing the day-to-day activities of the Gordian team. Additionally, she carries out all business development and onboarding of new clients in the Pacific North. Ms. McManus is the Senior Project Manager for our contracts to provide our JOC Complete Solution for the California State University System (northern region), City and County of San Francisco, County of Sacramento, Santa Clara County, Contra Costa County and Berkeley Laboratories. Prior to joining The Gordian Group, Ms. McManus was a Project Engineer responsible for creating an additives monitoring quality control and compliance system for a detergents plant with 1,500 personnel. She analyzed and designed systems to evaluate performance of feeders and trained operators in their use. |
| Clint B. Owings, National Program Manager Mr. Owings joined Gordian in 2000 and is responsible for national JOC implementations. He serves in an administrative capacity to develop and implement programs, train client and contractor staff, and managing the day-to-day activities of the Gordian team. Mr. Owings is the Senior Project Manager for our nationwide contract to provide our JOC Complete Solution to the United States Postal Service throughout the United States and outlying territories. Additionally, Mr. Owings administers the national implementation of EZIQC, Gordian’s cooperative purchasing portal which provides on-call contracting services to organizations who do not currently have a JOC program in place. Prior to joining The Gordian Group, Mr. Owings was a project manager for Project Time & Cost where he was responsible for supporting JOC contracts for the Army Corps of Engineers and the Department of Energy. |
